Yes, you can extract a picture from a .MP4 file using the PHOTOfunSTUDIO software. You can pause the video at the frame you want to save as a picture, then use the software to save that frame as a JPEG file which you can then have prints made from.

You can download the updates form the page linked below, but it's unclear if they're compatible with Windows 10 or not. I have accessed the page and couldn't find anything related to Windows 10. Based on your version, download the available update and then apply it over your already installed version of PhotoFunStudio.

It's known that the developers who created this application don't offer it as a download from their website. The only files available to be saved on PC are updates to the application. PHOTOfunSTUDIO is an application that comes only on the CD that arrived with your device. You have to locate that CD or else you won't have the possibility to install it.
Visit the following Support page and then click your country to see the support section. Contact them and they should probably give you a new version of the software after you confirm that you've purchased the device.
You can check the compatibility of PHOTOfunSTUDIO with Windows 8 on Panasonic support website. This is what that 5 means: *5 In the Windows 10 Creators Update environment, or Microsoft .NET Framework4.7 installed environment, the editing function of "video retouch" does not work.
Therefore, your version from CD will work with Windows 10, but some functions might not be available.

As far as I know this application needs to be updated to the latest version in order to attempt a possible installation on Windows 10. However, on the developer's website it appears that the latest versions of Windows supported are Windows Vista, 7 and 8. In Windows 9 you will have to apply a compatibility tweak through the right click menu on file. Select Properties > Compatibility and then choose one supported version from the drop down menu.
